Utilities is a division of Facilities & Operations, made up of 135 dedicated employees responsible for providing utilities services for the university 24 hours per day, 365 days per year. Services include campus-wide utilities purchasing, generation, and distribution, as well as metering and billing energy consumption for all university buildings. Distribution includes the operations and maintenance of 300 miles of underground utility systems from outdoor lighting and high voltage circuits to water mains to tunnel piping. The division also provides a wide range of engineering services primarily dedicated to energy management, the operations and maintenance of university facilities, and the utilities infrastructure.

The Utilities division is made up of the following units:

Central Power Plant

The Central Power Plant (CPP) generates and processes four main services to the University of Michigan Central and Medical Campuses, which are:

  • Steam
  • Electricity
  • Compressed air
  • Domestic hot water

The CPP is a combined cycle cogeneration power plant which includes seven steam boilers totaling 1,000,000 pounds of steaming capacity and 46 megawatts of electric generation capacity. The CPP team operates and maintains the facility to ensure we are compliant with the federal, state and local Environmental & Safety regulations. We are a proactive team who strive for continuous improvement by applying the Facilities and Operations principles of being Respectful, Collaborative, Solutions-Based and Proactive into our daily work.

NCRC Central Energy Plant

The Central Energy Plant is located in Buildings 80, 85, 86, and 800 on the North Campus Research Complex. The 2.7 million square foot campus is composed of office, research and vivarium space, which the CEP supplies with steam, chilled water and electricity. 

  • 305,800 pounds per hour of boiler steam capacity
  •  20,360 tons of chiller capacity
  •  11.8 Megawatts of electrical generation

Electrical Operations

Electrical Operations (EO) is part of The University of Michigan Utilities Department. EO consists of the Primary Systems Electrical Shop, the Power & Lighting Electrical Shop and the Electrical Utilities Engineering Group.

  • Providing electrical systems support to the Utilities Outlying Boiler and Tunnel Shops
  • Accurately monitoring building electrical consumption and approving electrical utility billing charges
  • Collaborating with AEC, UPO, Michigan Medicine and other departments to promote consistency of electrical installations
  • Collaborating with the Office of Campus Sustainability and other departments to promote electrical energy conservation and meet the University’s sustainability goals

Utility Distribution Systems consists of Outlying Boilers, Tunnel Systems, and Water Distribution Systems.

  • The Tunnels crew operates and maintains roughly 6 miles of underground structures that house low pressure steam, high pressure steam, domestic hot water, condensate, and compressed air systems
  • The Water Distribution team operates and maintains roughly 120 miles of domestic water, sanitary, and storm water piping systems

Outlying Boilers
Outlying Boiler Services (OBS) provides operations and maintenance services for small to medium sized heating boilers and large domestic water heaters in over 100 University buildings throughout the Ann Arbor campus area. The bulk of the OBS buildings are General Fund facilities, with the largest concentration on the North Campus. Most of the buildings in the Central Campus area are served from the Central Power Plant rather than OBS.
